If you obtain Permanent Residence, you can live a stable life in Japan without worrying about the deadline.
This application is only for someone who have already stayed in Japan with Visa. In other words, no one can apply for Permanent Residence if they do not have Visa.
Since Permanent Residence can receive preferential treatment (for example the unlimited activities and term of stay, social credibility, etc.), the inspection for the application is much stricter than that of other Visas.
